Overview
Off the shelf (OTS)
The Advanced Trade Policy training programme allows officials to understand the trade-offs between different trade policy options, make connections across trade policy issues and instruments and think creatively about how to best support UK trade policy priorities. The programme is designed to avoid a siloed view of trade policy disciplines by assessing issues and instruments in ways that reflect the practical realities of UK trade and supply chains and are experienced by regulators, trading firms and entrepreneurs.
The programme covers the traditional treaty infrastructure, but also highlights when and how parts of the trade policy toolkit that go ‘beyond treaties’ can be useful – such as regulatory and commercial diplomacy. Traditional and well-developed fields of trade policy are covered (e.g. origin rules and market access binding), along with others that are new or evolving in important ways (e.g. digital trade, level playing field commitments and climate change). The online learning structure allows learners to fit the training around their roles and the substance is tailored to ensure they see the practical relevance of the materials and interactions in their everyday jobs.
The focal point is three substantive half day seminars structured around practical and interactive case studies, which are followed up by a fourth half day stakeholder engagement exercise. The course is delivered by a small team of world-renowned experts with extensive experience in designing and delivering world-class trade policy training for Whitehall. Programme management lies with UCL Consultants Ltd (UCLC).
